Many people want nothing to do with God. They lives their lives ignoring God and pretending He doesn't exist. God loves us enough that He actually created a place where He isn't........Hell, without God, there is no hope, and so it is a very despairing place, without God, there is no good; and so it is a very evil place.
Nevertheless, it is what many have and will continue to choose rather than being with, and loving God, but what can one expect in a place where God isn't? It certainly will not be pleasant.
Those who choose to be apart from God in this life and the next are fools, but God do not drag anyone into Heaven kicking and screaming.
Peoples in heaven have a completely perfected connection to God which gives them perfect life and perfect happiness. Peoples in Hell have no connection to God at all which gives them pain and suffering from realizing what they threw away because they saw God for a little while during judgement.
The purpose of hell depends on what we think hell is, more correctly it is what we have been taught and learned what hell is. Those in hell are never going to improve. Then why keep tormenting them?
God is not tormenting them, they are tormenting themselves, then they torture what is convenient, each other.
